Oregon Community Summer Grant – Update

 

  • The Oregon Association of ESDs was selected to manage and distribute $50 million to community organizations for summer learning. It is called the Oregon Community Summer Grant (OCSG).

  • The State of Oregon requires insurance coverage to meet liabilities under the Oregon Tort Claims Act.  These insurance requirements are a barrier for many organizations.

  • Hearing their concerns, OAESD and our fiscal sponsor advocated for a lowering of the limits and included insurance coverage as an allowable expense.  The limits were lowered; the amount it was lowered to was still not sufficient to provide nearly all of the applying organizations access to the grant dollars.

  • OAESD and our fiscal sponsor advocated for additional options.  Several ESD partners, OAESD, Senator Dembrow, and State of Oregon officials, statewide insurers, and the Governor’s office are pushing together to arrive at creative solutions to the insurance requirements.  There is no current timeline for these answers yet there is high urgency to develop workable solutions to meet summer programming timelines. As decisions are made they will be communicated through our website and ESD partners.
